With more than 4000 km of Cross Country Pipelines behind them and more ahead, a boom in LNG re-gasification terminals and a never-ending demand for City Gas Distribution, why is Gas such a success for its clients and for Tractebel Engineering (India)?


Kapil Wadhawan: Gas in India is a unique market. As gas demand increases across various consumer segments, so do the challenges facing our clients (gas transmission and distribution companies) in meeting the growing energy needs of their consumers. In turn, our mission has always been to react to those challenges; expanding India’s gas transmission, distribution and re-gasification infrastructure as an engineering services provider to our customers.

Of all the changes, the most key development in India’s oil and gas downstream business happened in 2006/2007 when Government decreed regulator; Petroleum & Natural Gas Regulatory Board (PNGRB) was put in place; to authorise the laying and building of common or contract carrier and city or local natural gas distribution networks, grant rights of first use, and fix transportation tariffs etc. With both Public and Private clients pushing on with projects, their commitment now, in terms of cost and timely implementation, is not only to their stakeholders, but also to the regulators.

To meet our clients’ need for more-profitable project implementation on a fast-track basis, we’ve grown increasingly responsive; offering cost-optimised solutions and ensuring timely completion – while providing high quality end to end engineering services and specialised competences. Our rapid rise in gas in India is largely due to this, but there’s another good reason too…


In India, our key competitors in gas transmission and distribution are State owned Engineering companies. But by virtue of our position as a pure Engineering consulting organisation, totally independent of developers, vendors and EPC contractors, Tractebel Engineering is able to offer a totally unbiased and independent opinion to our clients on matters related to the timely completion of the project; be it technological solutions, selection of material for pipeline, cost optimisation, quality manpower and quality assurance during construction, erection and commissioning, as well as safety. In line with this, Tractebel Engineering was one of the first to propose and implement new material grade technology – x80 for the line pipes of the Dahej-Vijaipur Project (DVPL II), in agreement with GAIL. This resulted in a substantial, overall material cost saving. A feat acknowledged by GAIL and other Industry Leaders.

After 12 years in Gas in India; a brief look back:


► Tractebel Engineering in India was incorporated in 2000 with a focus on the oil & gas sector (downstream). It signed its first gas pipeline assignment with Gujarat State Petronet Ltd. (GSPL) a state Public sector company.

► In 2003, in association with our group centre of excellence in Brussels, two Engineering and Project management services assignments for the 140 km long Thulendi – Phulpur pipeline (TPPL) and the 510 km Dahej-Uran pipeline (DUPL) were won through an international competitive bid. Several successes later, our most recent assignment is for the 2050 km Jagdishpur-Haldia pipeline project, India’s longest gas pipeline conceived to date. All of these projects were awarded by GAIL (India) Ltd a Navratna PSU and India’s flagship Natural Gas company.

► With gas demand increasing relentlessly, and domestic supplies not able to meet local needs, India began to look offshore for imported LNG as a vital source of RLNG. From 2000 onwards, investment decisions by oil marketing companies brought new opportunities for Tractebel Engineering, resulting in the preparation of DFR’s for 9 LNG Receiving Terminals, working with Hazira LNG Pvt. Ltd for de-bottlenecking and expansion of Hazira LNG terminal. Today, we are also working closely with Petronet LNG Ltd, assisting them in firming up investment decisions for the development of the LNG re- gasification terminal on the East Coast, India.

► Following the Delhi Government’s findings, in 1998, that vehicle emissions were contributing to as much as 65% of the city’s serious air pollution; the Supreme Court directed that City Gas Distribution infrastructure and establishment of CNG stations be put in place in Delhi – which led to the formation of Indraprastha Gas Ltd (IGL). Tractebel Engineering has played a pioneering role in this development, providing engineering and PMC services continuously for the last 6 years to IGL. This speaks volumes about the on-going quality of delivery and commitment of our Project team, over the years. Today, Tractebel Engineering continues to provide its added-value services in timely manner with strong quality assurance systems & procedures, in place.


The Engineering consultancy business in Gas & LNG still accounts for a major business volume for Tractebel Engineering in India. This is a sector in which the company has strong brand equity, is highly visible and successful in the Indian market.  1. Cross Country Pipelines

In India, most pipelines cross large distances and difficult terrains and must withstand harsh weather conditions e.g. monsoons. Tractebel Engineering provides a One-Stop-Shop of services from concept to commissioning and is gaining an international reputation for its specialist skills.

  •  610 KM Dahej-Vijaipur Pipeline Upgradation Project Gujarat, for GAIL (India) Ltd – commissioned in December 2011
  • 2050 KM Jagdishpur-Haldia Pipeline Project for GAIL (India) Ltd – the longest pipeline in India (still in development)
  • 96 km Amboli-Rajpipla Pipeline (ARPL)– Gujarat State, for Gujarat State Petronet Limited (GSPL)
  • 75km Halol-Godhra Pipeline (HGPL) – Gujarat State, for GSPL
  • 43 km pipeline connecting Samalkot 2400 MW gas based CCPP – Andhra Pradesh, for Reliance Power
  • 196 km Duliajan-Numaligarh Pipeline for DNP Ltd, connecting Numaligarh Refinery to gas supplied from Madhuban at Duliajan, replacing costly naptha as fuel – commissioned in 2011.

2. LNG Terminals

With a double digit gas demand growth rate and inspite of present constraints in the availability of domestic gas, India sees huge potential for the LNG sector.
